genesis of the scandal, it looks to me like this. the obama white house sees every event as a political event. it could not tolerate the idea that the armed assault on the ben g benghazi consulate was a premeditated act of islamist terrorism. that would carry a whole world of political implications and demand certain actions and the american presidential election was only eight weeks away. they wanted this problem to go away or at least to bleed the meaning from it. governor, why is that not a convincing way to analyze benghazi? >> no, i think that's right. i think that the obama white house wanted to spin this in the least damaging way possible. but i think you made it a very good point when you said, look, let's look at what happened that led to the deaths of the american people. i think the spin post incident, the american people, aren't going to give two hoots about it. they're going to give it the parties playing the blame game. but i do think it's a legitimate inquiry why the system broke down, why the warning signals that were sent weren't responded to. hillary clinton had nothin

should be the ones investigating the obama irs scandal. i can see why people would say that sounds a little bit fishy and probably does not give people the confidence they need to believe that it will be done fairly. >> there is the question you heard eric holder reference i do think we should be investigating or taking a look at these 501 c 4 corporations. what is that? what gets confusing when you use letters and numbers. what is it? the inspector general report goes through that in detail. 501 c 3's and those are true charities that want to be tax exempt. 501 c 4's which are sort of social advocacy groups. they are allowed like a crossroads g.p.s., american crossroads, karl rove's group, they are allowed to advocate for issues. they are allowed to take donations that are, you know, tax exempt and advocate for issues. they can't directly support a political candidate but they can advocate for issues. and the government, president obama doesn't like these 501 c 4's and he doesn't like their ability to spend to the extent that they can spend thanks to citizens united. now you hear at

a scandal, but might hope that the obama administration agenda mightot be furthered. >> i think they will. look, it's already been stalled. they've got such discord in washington, d.c., nothing is getting passed. all three of the last two term presidents had some type of scandal. none of them greatly affected the market either way. i don't think this does either. >> jonas, what do you think? >> you know, look, if the irs can get money, right or wrong, from people without having to raise the generalax rate, in theory, that's good for our debt and market. that said, this administration, love it or not, has been good for the stock market. you woul't want a president to see good returns on the mark to be in a scandal, have to leave office, that would not be good for the stock market. testifies bad fort market, we were down 50% over the last three years, then you can say yeah, this could be great if we got new leadership, but i don't think that is the case. >> toby? >> this story is not going away. the market probably needs a little rest here anyway. we get a rest now, that's healthy

. that's next with bill moller. it's a scandalous week in washington. today, president obama will take questions at a news conference after revealing last night he has accepted the resignation of steve miller, the acting commssioner of the irs. the president called the misconduct of employees within the irs "inexcusable" for apparently putting extra scrutiny on tea party organizations applying for tax- exempt status. "americans have a right to be angry about it. the president is saying 'i will not tolerate this kind of behavior in any agency, but particularly the irs, given the power that it has and the reach that it has in all of our lives." meanwhile, lawmakers are calling for action. house speaker john boehner told reporters he wants to know who is going to jail for the scandal. as we know, the irs has been in trouble for partiality in investigating conservative groups. now it may be about to snoop on people like you. as it did with banks in switzerland, this government agency now has a summons to allow it to gather information on u.s. taxpayhers. jim duggan is an attorney with dugg
